Not like in-line filling system, the can and beer is open to the air during the filling, the TPO should be higher. The rotary canning system will seal the can completely during filling and it also has the CO2 pre-purge function before the can entering into the filling position. There is a bubble breaker between the can filler and the seamer and its function is in order to remove the air top the neck can.
